The Challenge

Nanning Municipal D&R commission and Cloudbae is committed to working with local partners in ASEAN to promote the integration of innovation and youth entrepreneurship in the region. 

A  joint initiative by Nanning Municipal D&R commission, Cloudbae, *SCAPE and StartupX, the 2019 China - ASEAN New Smart City Innovation & Entrepreneurship Competition aims to select the most innovative Smart City ideas from individuals, youths, enterprises, organisations and institutions and further supports them with the opportunity to realise their ideas in the China-ASEAN Smart City Innovation center. The competition would focus on improving access to opportunities for entrepreneurs in ASEAN regions and promoting smart city development by taking advantage of digital technology with Singapore based as the collaboration hub for ASEAN.

How do I participate 

There are 2 categories in this competition - Open and Startup Category


The open category is for students and individuals with early-stage smart city ideas. No MVP is required.

The startup category is for established startups working on smart city solutions with MVP and traction.


Interested participants can submit their applications here.

12 applicants per category (Total of 24 applicants) will be shortlisted to pitch at the semi-finals held in Singapore. The Top 6 finalists per category (Total of 12 teams) selected from the semi-finals will be flown to Nanning to participate in the Grand Finale.

Up to 24 teams (12 teams from the individual category and 12 teams from the startup category) will be shortlisted for a chance to pitch in the semi-final round in Singapore.

Top 12 teams (6 teams from the Open Category and 6 teams from the Startup Category) will be selected. Each team will be awarded S$1,900*.


Grand Finale in Nanning

Top 12 teams selected from the semi-finals in Singapore will be flown to Nanning to join the Grand Finale where they stand a chance to win S$ 19,800*!

On top of that, 3 teams in each category will win the Special Award with cash prize of $5,900*.

The 2019 China - ASEAN Innovation and Entrepreneurship Competition is open to all startups and small teams of at least two members which aim to improve the world with smart city ideas and urban innovation in the ASEAN region. Organised by StartupX with ecosystem partner *SCAPE and with support from Cloudbae and the governing body of Nanning, this competition aims to leverage on technology to create smart cities.There is no specific area of focus and we welcome anyone with a smart city idea to apply

The following terms and conditions are binding throughout the entire duration of the competition. By participating, all participants accept these terms and conditions and agree to abide by them. StartupX reserves the right to disqualify any Participants who are found to have violated the competition guidelines and the terms and conditions stated herein.

StartupX reserves the right to modify the competition guidelines and/or these terms and conditions at any time and without any liability. Changes will be posted in writing on the 2019 China - ASEAN Innovation and Entrepreneurship Competition website.


    1.1 Any group of individuals “Team” of at least two or more members or existing/proposed legal business entity “Startup”, who has an innovative business solution that leverages on technology  to create smart cities in ASEAN (Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam):

    1.1.1 Proposed legal business entities need not register their business or incorporate their company before submitting an entry to the competition.

    1.1.2 The Startup participant should not have any religious or political agenda/affiliations.

    1.1.3 Teams in the open category need not have an incorporated business.

    1.1.4 Teams with projects at idea stage are welcome to apply; including students above 18 years old.


    2.1 This competition has three competition rounds:

    2.1.1 Preliminary round (online): Participants are to submit a video of their pitch online for evaluation.

    2.1.2 Semi-final round (in person): Shortlisted participants will be requested to pitch their smart city ideas to a panel of judges, in English, to be held in Singapore. Flights and accommodation WILL NOT be reimbursed for the semi-final. Participants are required to arrange for their own flight and accommodation to Singapore. 

    2.1.3 Grand Finale (in person): top 6 winners of the semi-final round from each category will be required to pitch to a panel of judges, in English, in Nanning, China on a specified date. Teams and Startups that make it to the finals will be reimbursed up to RMB5,000/pax up to 2 pax per team in accommodation and air fares.

    2.2 Online submissions must be made only in English.

    2.3 Incomplete and/or untimely entries will be void and disqualified, regardless of any reason. StartupX has the sole and absolute discretion to determine the eligibility of the participants (Teams and Startups) and the validity of the submission.

    2.4 Only one application is accepted per Team and Startup. If a participant has submitted multiple entries, the last submission in time will be used for judging.

    2.5 In any correspondence with participants, if a participant fails to respond within five working days, StartupX reserves the right, at their sole discretion, to disqualify that Team/Startup, and in the case of a potential Winner or Finalist (as defined below), under such circumstances, StartupX shall have the right to replace with an alternative Winner or Finalist.

    2.6 Submissions should be the original work of the Team or Startup and the participant must have all the rights, permissions and consents necessary to submit the entry and grant all of the rights hereunder.

    2.7 Participants shall ensure that the submission materials do not and will not infringe or violate any rights of any third party, including without limitation any intellectual property rights, defamation, confidentiality or any contractual or other rights.

    2.8 If any third party materials are incorporated in the submission materials, Participants shall ensure that licence or permission to use such materials was obtained and proper acknowledgement is given.

    2.9 Participants grant to StartupX, including appointed judges full access to the submitted entries and all its contents in connection with this competition. All submitted entries will be treated as company confidential and protected as non-disclosure unless requested by participants.

    2.10 The top 6 winners of the semi-finals from each category (12 teams in total) who will proceed to the grand finale round (“Finalists”) will be required to send at least one core member to attend the Grand Finale in Nanning, China.

    2.10.1 Reimbursement (for only airfare and accommodation) for attendance at the Grand Finale in Nanning, China will be given up to 2 members per Team or Startup.

    2.10.2 Finalists are required to present in English only.

    2.11 Each member of a Team or Startup agrees to indemnify and hold StartupX and their respective employees, directors, agents and/or other partners harmless from any and all claims, liabilities, costs and expenses that may arise from a breach of the participant’s obligations, warranties or representations under these terms and conditions or in any way given as part of this competition.

    2.12 To the extent permitted under applicable laws and save as set out under these terms and conditions, each member of a Team or Startup agrees that the StartupX shall not have any liability or responsibility whatsoever for any claims, losses or damages (including direct, indirect, incidental, special, consequential or punitive) arising from the participation in this competition.


    3.1 All submitted materials will be treated as confidential and restricted to appointed judges and selected members of the organising committee from StartupX, *SCAPE, Cloudbae and the Nanning Municipal D&R commission.

    3.2 Participants shall agree to cooperate with any reasonable requests by the organiser relating to any promotional and publicity activities in connection with this competition.

    3.3 Participants acknowledge and agree that:

    3.3.1 the organisers and/or persons authorised by the organisers may film, photograph and/or make any other forms of recording of the Teams and Startups in connection with this competition (“Recording”); and

    3.3.2 intellectual property rights, title and interest in the Recording shall vest in the organisers and/or such authorised persons (as the case may be) who shall be entitled to deal with all or any part of the Recording in such ways as they, in their absolute discretion, see fit.

    3.4 The organisers reserve the right to conduct background checks on the members of the Teams and Startups and their submitted business solutions. If necessary written authorisation shall be provided to allow these checks to be carried out.

    3.5 The organisers reserve the right, in their sole discretion, to disqualify any participant who fails to authorise such checks or is deemed unsuitable or might reflect negatively on the organisers and/or related corporate partners to the competition.

    3.6 Personal data provided by the members of Teams or Startups in the registration for this competition and in the course thereof may be used by StartupX for the purposes of managing this competition and communicating with the participants as well as for any future promotional, marketing and/or publicity purposes. By participating in this competition, Teams and Startups are deemed to have given their consent to the processing of their personal data by the StartupX and their contractors (if any) as described above. All personal data collected in relation to this competition will be handled in accordance with the applicable data protection legislation.


    4.1 For each category, Grand prize of RMB100,000 for the 1st place winner, RMB80,000 for 2nd place, RMB50,000 for 3rd place and three Special Awards at RMB30,000 each.

    4.2 The cash prizes will be fully paid at the Finals held in Nanning. 

    4.3 Names and photos of Winners may be released on social and electronic media.

    4.4 Winners which are registered and operating in their respective locations must be able to receive foreign currencies from an offshore entity.

    4.5 Each Winner will be solely responsible for complying with applicable laws, rules and regulations relating to the prize and for bearing any personal income tax, withholding tax or any other applicable taxes arising from receiving the prize.

    4.6 Winners may be invited to exclusive events, potential mentorship or incubation support, potential collaboration on projects, where deemed suitable, with the organisers.


    5.1 All decisions of the judges are final and not subjected to appeal


    6.1 Results of Teams and Startups shortlisted for semi-finals and grand finale rounds will be made public. The Semi-final Round and Grand Finale event is open to public, including members of the media/press.
